We will actively support the development of joint call models such as new energy + energy storage, aggregated energy storage, and optical storage and charge integration, and give priority to new energy storage pilot demonstration projects to give full play to the value of all types of energy storage.
The notice pointed out that power grid enterprises and power dispatching agencies should provide grid access services to new energy storage in a fair and non-discriminatory manner, do a good job of technical guidance, optimize the grid access process, and ensure the safe and efficient grid connection of new energy storage.
All localities fully consider the characteristics of new energy storage, accelerate the improvement of new energy storage to participate in the electricity energy market and auxiliary service market rules, enrich the variety of transactions, consider supporting policies, power supply and demand, through flexible and effective market-oriented means to promote new energy storage "integrated multi-purpose, time-sharing reuse", and further enrich the market-oriented business model of new energy storage.

In order to fully implement the spirit of the Party's 20 National Congress and accelerate the planning and construction of a new energy system, The implementation of the "Guiding Opinions on Accelerating the Development of New Energy Storage" (Development Energy Regulation (2021) No. 1051), "New energy storage Project Management Standards (Interim)" (National Energy Development Science and Technology Regulation (2021) No. 47), "Notice on Further Promoting the participation of New energy storage in the power market and scheduling application" (Development Office Operation (2022) No. 475) To standardize the grid-connected access management of new energy storage, optimize the scheduling and operation mechanism, give full play to the role of new energy storage, and support the construction of a new power system, the relevant matters are hereby notified as follows.
I. General requirements
(1) Accurately grasp the positioning of new energy storage functions. New energy storage refers to the energy storage technology in addition to pumped storage, which takes output power as the main form and provides external services. It has the advantages of short construction cycle, flexible layout and fast response speed, and can play various functions such as peak regulation, frequency regulation, voltage regulation, backup, black start and inertia response in the operation of the power system. It is an important support technology for building a new power system. With the rapid growth of installed capacity, the role of new energy storage in promoting the development and consumption of new energy and the safe and stable operation of the power system is gradually emerging. It should be combined with the functional positioning and marketization requirements of new energy storage, further standardize the grid-connected management of new energy storage, continue to improve the new energy storage scheduling mechanism, ensure the rational and efficient use of new energy storage, and effectively support the construction of new power systems.
(2) Clearly accept the new energy storage range of power system scheduling. The new energy storage connected to the power system and signed scheduling agreement can be divided into two types: scheduling and calling new energy storage and self-use new energy storage. Dispatching and invoking new energy storage refers to a new type of energy storage with an independent metering device and operating in accordance with the market clearance results or the instructions of the power dispatching organization, including an independent energy storage power station and new energy distribution storage with conditions for independent operation. The new type of self-use energy storage of power station refers to the new type of energy storage that is operated jointly with power generation enterprises and users and controlled by power generation enterprises and users according to their own needs, including the new energy distribution energy storage that is not operated independently, the thermal power joint frequency modulation energy storage, and the user-side energy storage that has the ability to accept scheduling instructions.
Second, strengthen the grid connection and scheduling management of new energy storage
(3) Standardize the grid-connected access management of new energy storage. Power grid enterprises and power dispatching agencies must develop new energy storage grid-connection rules and grid-connection service guidelines, etc., to clarify the grid-connection process, relevant standards and grid-related test requirements. In accordance with the principles of equality and mutual benefit, consensus and ensuring the safe operation of the power system, the power dispatching agency shall organize the new energy storage to carry out grid-connected acceptance and sign the grid-connected scheduling agreement, and the new energy storage shall complete all grid-related tests within the specified time after grid-connected.
(4) Optimize new energy storage scheduling methods. Power dispatching institutions should formulate new energy storage scheduling operation procedures according to system requirements, scientifically determine the new energy storage scheduling operation mode, and fairly invoke new energy storage regulation resources. We will actively support the development of joint call models such as new energy + energy storage, aggregated energy storage, and optical storage and charge integration, and give priority to new energy storage pilot demonstration projects to give full play to the value of all types of energy storage. When calling new energy storage, for new energy storage participating in the power market, the operation of new energy storage is arranged according to the market clearance result, and for new energy storage that does not have the conditions to participate in the power market, the call is made through scheduling instructions. In the event of an accident (event) endangering the safety of the power system and other necessary circumstances, all new energy storage within the scope of the tuner shall accept the unified direct call of the power dispatching organization, and the direct call period shall be executed in accordance with the independent energy storage charge and discharge price mechanism.
(5) Strengthen the operation management of new energy storage. When revising the power market rules or the "Implementation Rules for the Management of Power Auxiliary Services" and the "Implementation Rules for the Management of Power grid-connected Operation", various localities shall clarify and refine the implementation rules for the assessment of various new types of energy storage. The new energy storage should submit the operation information in time according to the requirements of the power dispatching organization, and the power dispatching organization regularly pushes the new energy storage call situation to the national new energy storage big data platform.
Third, clarify the new energy storage grid connection and scheduling technical requirements
(6) Standardize the technical requirements for new energy storage grid-connected access. The new energy storage access system shall meet the requirements of safe and stable operation of the power system, complete the corresponding performance test and net-related test, and the new energy storage equipment shall meet the relevant requirements of national and industry technical standards and management norms to ensure safe and stable operation. The new energy storage project unit shall formulate detailed operation and maintenance procedures, on-site operation procedures, accident plans and emergency management measures, outage maintenance plans, etc., and report to the power dispatching authority regularly.
(7) Clarify the technical requirements for new energy storage scheduling and operation. The new energy storage should be equipped with a power control system or a coordinated control system. All the new energy storage within the scope of the tuner should have the ability to automatically adjust the active and reactive power according to the scheduling instructions, connect to the AGC, AVC and other systems of the power dispatching organization, accept and execute the scheduling instructions, and have information security protection measures. The new energy storage scheduling principle for new energy base allocation shall be implemented in accordance with the Technical Guidelines for New Energy Storage Planning for Power Transmission Configuration of New Energy Base (NB/T 11194-2023).
(8) Encouraging the transformation of new energy storage technologies. Encourage new storage to carry out technological transformation and have the ability to accept scheduling instructions. After meeting the corresponding technical conditions, the power dispatching organization should carry out the grid connection and scheduling work of new energy storage in a timely manner.
(9) Promote innovation in new energy storage smart regulation and control technologies. Combined with the multi-scenario of new energy storage and market operation needs, we actively carry out research and development of new energy storage and other power supply collaborative optimization scheduling technology, key technology of large-scale energy storage system cluster intelligent scheduling, power grid active support technology based on new energy storage, electric vehicles and other distributed energy storage virtual power plant aggregation and interactive regulation technology, and strive to promote the application of new technologies.
Fourth, strengthen the new energy storage grid connection and scheduling coordination guarantee
(10) Strengthen the management of new energy storage projects. Provincial energy authorities should work with relevant units to strengthen the construction of a new energy storage project management system, and strengthen the planning, filing, construction, operation and invocation management of new energy storage in the region.
(11) Do a good job of new energy storage grid-connected services. Grid enterprises and power dispatching agencies should provide grid access services to new energy storage in a fair and non-discriminatory manner, provide technical guidance, optimize the grid-connection access process, and ensure the safe and efficient grid-connection of new energy storage.
(12) Promote the use of new energy storage in a market-oriented manner. All localities fully consider the characteristics of new energy storage, accelerate the improvement of new energy storage to participate in the electricity energy market and auxiliary service market rules, enrich the variety of transactions, consider supporting policies, power supply and demand, through flexible and effective market-oriented means to promote new energy storage "integrated multi-purpose, time-sharing reuse", and further enrich the market-oriented business model of new energy storage.
(13) Strengthen the supervision and management of new energy storage grid-connected scheduling. The dispatched agencies of the National Energy Administration and the provincial energy authorities shall strengthen the supervision and management of the grid-connected and dispatching operation of new energy storage in accordance with their respective responsibilities, establish and improve the management and coordination mechanism for the grid-connected and dispatching operation of new energy storage, and coordinate the handling of relevant disputes. Major problems found in the work are reported to the National Energy Administration in a timely manner.
This notice shall take effect as of the date of promulgation and be valid for five years.
